Tet - Horrible service

Horrible customer experience.
I tried to switch to Tet for internet because they currently have a good campaign with reduced price for the first 2 years. The website asked me to pay 100 euros of safety deposit. I called the call center to clarify why I have to pay this. They told me it's because I'm a foreigner.
I said how the system even knows I'm a foreigner, it didn't ask me any questions. Then they said OK, send your documents over and we'll see.
Then I sent my documents - passport, permanent residence permit. (Already ridiculous effort for an internet connection)
They called me back saying that everything is fine, you don't need to pay 100 euros; we'll send you a contract, it will appear on your account in tet.lv website.
I said OK and waited.
After 3 days I receive an email saying
"We are working hard to get you on the new service as soon as possible, but in order for us to continue processing your application, you must pay a safety deposit and confirm the contract(s)" and a bill for 100 euros.
I will certainly never use any service from them and don't recommend to anyone.

It’s standard risk management, nothing personal. Companies ask for deposits because foreigners might leave the country abruptly with unpaid bills. Try getting a post-paid contract in Germany or the UK without a local credit history – it is exactly the same there. If you plan to stay and pay, you will get the deposit back, so stop complaining.

It's not standard practice here, as far as I know. I had 2 other internet providers, they also asked for documents but didn't take any safety deposits.
If they are afraid that I will steal their router, they can sell it to me instead of renting. I wouldn't mind that. If they are afraid of me not paying for internet - it is monthly subscription - they can cut the service the month I stop paying. There is nothing to lose there for them.
I find it quite insulting because I have to give my money to someone to hold hostage to motivate me to behave. Besides, with the inflation numbers, the 100 euros I pay today will be 50 after 2 years when they promise to return it.
